# WhatsApp Business app vs API: which one a local business actually needs

By Antony Boguslavskiy, Founder, Vocenya · Published 2026-10-21 · Updated 2026-10-21

**Short answer:** The WhatsApp Business app is free, runs on your phone and a few linked devices, and suits an owner who answers messages personally. The Business Platform (the API) connects WhatsApp to software, so assistants and teams can answer at scale, but messages started by the business need approved templates and Meta charges for them. Many local businesses only need the app.

If your customers already message you on WhatsApp, you have probably wondered whether you are using the right version. The comparison of the WhatsApp Business app vs API comes down to one question: will a person answer every message from a phone, or do you need software (a shared inbox, an assistant, other systems) to answer for you?

This guide lays out the differences in plain terms, what Meta charges, and when the free app is all you need. Facts about Meta's products and prices are checked against Meta's own pages *as of October 2026*. Meta changes them often, so check the linked pages before you decide.

## The two WhatsApp Business options

Meta offers two ways for a business to use WhatsApp. Meta describes the Business App as "for small businesses who personally manage conversations with customers" and the Business Platform as "for medium to large businesses communicating with customers at scale through programmatic access" ([WhatsApp Business](https://whatsappbusiness.com/)).

- **The WhatsApp Business app** is a phone app, like regular WhatsApp, with business features added. You download it, register your number and start answering.
- **The WhatsApp Business Platform**, often called the WhatsApp API or Cloud API, has no app of its own. Software connects to it: a customer service inbox, a CRM, or an AI assistant. Most small businesses reach it through a provider rather than building anything themselves.

Both use your business number. The difference is who, or what, does the answering.

## Side by side: WhatsApp Business app vs API

The app is built for a person with a phone. The platform is built for software and teams. Here is how they compare on the things a local business cares about.

| | WhatsApp Business app | WhatsApp Business Platform (API) |
| --- | --- | --- |
| Cost to start | Free to download, with optional paid features | Usually through a provider; Meta charges per template message |
| Where you answer | Your phone, plus linked devices | Whatever software you connect |
| Devices or people | Up to five devices, or ten with a Meta Verified subscription (per the [App Store listing](https://apps.apple.com/us/app/whatsapp-business/id1386412985)) | As many people as your software allows |
| Automated replies | Greeting and away messages, quick replies | Full automation, including AI assistants, within Meta's rules |
| Starting a conversation | Message anyone who gave you their number | Approved templates only, outside the 24-hour window |
| Broadcasts and campaigns | Broadcast lists | Template messages, charged per message |
| Connect to other systems | No | Yes: CRM, booking, inbox, assistants |
| Best for | An owner or small team answering personally | Teams, high volume, or answering with software |

The App Store listing also describes labels to organize chats, a business profile, and taking orders and payments in the app. Meta Verified is a paid subscription inside the app; the listing shows it starting at $14.99.

### Can you use both on one number?

Yes, in many cases. Meta calls this "coexistence": a number on the Business app can also be connected to the Cloud API, so you keep answering in the app while software handles messages too. According to [Meta's developer documentation](https://developers.facebook.com/docs/whatsapp/embedded-signup/custom-flows/onboarding-business-app-users), some app features change once you connect: broadcast lists are disabled and existing ones become read-only, disappearing messages, view-once messages and live location are turned off for one-to-one chats, and some linked devices (Windows and WearOS) are unlinked. Group chats and voice calls keep working in the app.

## The 24-hour window and template messages

The rule that shapes everything on the platform is the customer service window. When a customer messages you, a 24-hour window opens, and it resets with every new message from them. Inside it, you can reply freely. Outside it, you can only start a conversation with a template Meta has approved.

Meta's [Business Messaging Policy](https://whatsappbusiness.com/policy/) (last updated September 23, 2026) sets three more rules worth knowing:

- **Permission first.** You may only contact people who gave you their number and opted in to hear from you.
- **Honor opt-outs,** whether people ask on WhatsApp or anywhere else.
- **A way to reach a person.** If you automate replies, you must offer "prompt, clear, and direct escalation paths," such as handing the chat to a person, a phone number or an email.

In practice, this means an assistant on WhatsApp is mostly for answering customers who message you first. Follow-ups a day later (a reminder, "are you still interested?") need a template, and they cost money.

## What WhatsApp costs a business (from Meta's pricing page)

The app costs nothing to use for everyday messaging. On the platform, Meta charges per delivered template message, not for ordinary replies. Meta moved to [per-message pricing on July 1, 2025](https://developers.facebook.com/docs/whatsapp/pricing): "You are only charged when a template message is delivered."

How Meta's categories work, as of October 2026:

| Message type | When it is charged |
| --- | --- |
| Service messages (your replies inside the 24-hour window) | Free |
| Utility templates (order updates, appointment reminders) | Free inside an open 24-hour window, charged outside it |
| Authentication templates (one-time codes) | Charged outside the window |
| Marketing templates (offers, promotions) | Always charged |

Two more details from the same page. Rates depend on the template category, your monthly volume and the country of the person you message, so a message to a customer in the U.S. and one in another country may cost different amounts. And when a customer starts a chat from a click-to-WhatsApp ad or a Facebook Page button, a "free entry point" window opens for 72 hours, during which any message type is free.

The provider you use for the platform usually charges its own fee on top of Meta's. Ask for both in writing.

### A quick way to estimate your Meta bill

Count the conversations a month where you would need to message someone more than 24 hours after they last wrote. Multiply by the rate for that template category and country on Meta's rate card. If the answer is "almost none," your Meta bill will be close to zero, whichever option you choose.

### Questions to ask any WhatsApp platform provider

If you do move to the platform, the provider matters as much as Meta's prices. Ask each one:

1. **Whose WhatsApp Business account is it?** Ideally yours, so Meta bills you directly and you keep the number if you leave.
2. **What do you charge on top of Meta's fees,** and is it per message, per seat or a flat monthly price?
3. **Can I keep using the Business app on the same number?** If coexistence matters to you, confirm it before you connect.
4. **How does a chat reach a person,** and who on my team gets alerted?
5. **Which templates will you submit for me,** and what happens if Meta rejects one?
6. **How do customers opt out,** and how is that recorded?

Write the answers down. They are the difference between a tool that saves you time and one that quietly adds a bill.

## When the free app is enough

For many local businesses, the free app is the right choice. If one or two people answer messages from a phone, customers message you first, and a reply within an hour or two is fine, the app does the job without any monthly cost.

The app is probably enough when:

- **One person answers,** or a couple of people on linked devices.
- **Volume is low enough** that you can keep up between jobs or appointments.
- **Greeting and away messages cover your automation needs:** "Thanks, we'll reply within the hour" or "We're closed, back at 9am."
- **You do not need WhatsApp messages in another system,** like a CRM or a shared inbox with your website chat.

Move to the platform when messages pile up while you work, when several people need to answer from the same number with history in one place, or when you want an assistant to answer properly at night instead of an away message.

This matters most for businesses in NJ and NYC whose customers prefer WhatsApp, often in Spanish, Portuguese, Russian or another language. If that is you, our guide to [answering in Spanish, Russian and Ukrainian](/blog/bilingual-answering-nj-nyc) covers the phone side of the same problem.

## Adding an AI assistant to WhatsApp

An AI assistant on WhatsApp needs the platform, because the app has no way to plug software in. The assistant answers inside the 24-hour window from what it knows about your business, and hands chats to a person when needed, which Meta's policy requires anyway.

Vocenya has a WhatsApp assistant, though it is not on sale for every account yet. The [AI for WhatsApp Business](/whatsapp) page describes how it works: you connect your own number through Meta, the virtual assistant answers from the same business knowledge as your phone receptionist and [website chat](/live-chat), and chats land in the same inbox for your team. It is never available in HIPAA mode or for healthcare businesses, because Meta is not a Business Associate.

The setup guide for [connecting WhatsApp](/help/channels/whatsapp) lists what you need, from a Facebook account that manages your business to a payment method in Meta for templates. Replies within 24 hours are free; Meta bills template fees to you directly on your own WhatsApp Business account. If you connect a number that is already on the Business app, you can keep using the app too.

Be honest about whether you need it. If a person can comfortably answer your WhatsApp in the app, stay there. An assistant earns its place when messages come in faster than you can answer, or at hours nobody is awake. Vocenya's current plans and add-ons are on the [pricing page](/pricing).

## Frequently asked questions

### Is WhatsApp Business free?

The WhatsApp Business app is free to download, with optional paid features such as a Meta Verified subscription. On the Business Platform (API), replies inside the 24-hour customer service window are free, but Meta charges for template messages outside it and for every marketing template. Providers usually add their own fee.

### Can I use my existing number with the WhatsApp API?

Usually, yes. You verify the number with a code from Meta by text or call. If the number is already on the WhatsApp Business app, Meta’s coexistence option lets you connect it to the API and keep using the app, with some app features, such as broadcast lists, switched off.

### Can I use the WhatsApp Business app and API on the same number?

In many cases, yes. Meta calls it coexistence. After connecting, broadcast lists, disappearing messages, view-once messages and live location are turned off for one-to-one chats, and some linked devices are unlinked. Group chats and calls keep working in the app. Check Meta’s current documentation before you connect.

### Does WhatsApp allow automated replies?

Yes. The Business app has greeting messages, away messages and quick replies. The Business Platform allows fuller automation, including AI assistants, inside the 24-hour window. Meta’s policy requires a clear way to reach a person when you automate, and you can only start conversations with people who opted in.
